Open ICT eGovernment Architecture as an Interoperability Framework

Presentation is a result of more than one year’s work of voluntary expert group formed by Ministry of Informatics of Czech Republic from company experts that are significantly participating on ICT solutions in public administration in Czech Republic and have practical experience. Although competitors, they found common opinion and thought out how to build ICT systems in complicated conditions of public administration in such a way that there will be interoperability and organized security of „back-office“ of public administration although each one alone governs ICT, its employees, chooses suppliers, finances, project timing etc.

The solution is build on systematic use of open international standards in public administriation with defined rules and regulated life cycle. The use of standards is interconnected with ICT projects management so that each project can be independently controled, financed, prepared etc., and in the same time can communicate with other ICT systems, while security of information is maintained.
