In January 2023, the European decision establishing the digital policy agenda "Road to the Digital Decade" entered into force. According to it, the member states have an obligation to set national policies, measures and activities that will contribute to the achievement of the common goals of the European Union by 2030. Slovakia also has the obligation to prepare a national plan with specific measures to achieve digital goals in four main EU topics: digital skilled population and highly skilled digital professionals; secure, efficient and sustainable digital infrastructures, digital transformation of businesses and digitization of public services. From the point of view of the binding nature of the goals, this is an unprecedented step by the EU in the digital field, which will require significant efforts from Slovakia.

The parental pension project is an example of an innovative approach to project management in the state. The connection of the systems of the Register of Natural Persons and the Social Insurance Company and their subsequent automation is a pilot from which the state and public administration will benefit in the coming years.

Slovakia strives for effective digitization of the state, greater competition in state IT, and transition to modern digital solutions. What has changed in the last three years since the new government took office after 2020? Are we able to evaluate our goals and evaluate the effectiveness of public policies in the area of digitization? Was it possible to fulfill the obligations set at the beginning of this period? Has the competitive environment increased and the structure of contracts in state IT changed? And what will digitization look like financed by the Slovakia Program and the Recovery Plan?

How does artificial intelligence enter the functioning of the public sector? Can it simplify communication between the citizen and the office? Can she relieve the officials from a lot of stereotypical work? Or are we facing a time in which artificial intelligence will completely replace officials?

The discussion brings information about fundamental changes brought about by the Central Economic System (CES). Up to 151 organizations were integrated into the system in record time. CES represents a robust system that interconnects 30 application modules, such as HR, financial accounting and property management. The entire implementation, including operation, is managed and coordinated from the level of the Ministry of Finance of the Slovak Republic, and participating organizations provide cooperation in the migration and control of their data. The system effectively saves costs for individual organizations, relieves them of the lengthy process of public procurement, negotiations with suppliers and ordering training for new employees. One system for all employees ensures easier substitutability and shortens the adaptation time when employees move from office to office, which is typical for public administration. The most significant advantages that CES brings are the electronicization and optimization of economic processes and the fact that the management of public finances is finally getting a solid foundation.

Denmark sees itself as a "health nation". Denmark's super hospital building program has launched the construction of 16 new hospitals with a total value of 6.6 billion euros. The Danish health technology market has grown rapidly in recent years and continues to grow by 4 to 6 percent per year. The medical technology market is currently estimated at 10 billion euros and the export share is approximately 20%. How can Slovakia be inspired by Scandinavia and what are the examples of how Danish technology companies work?

As part of the panel, we will take a closer look at selected projects. We will not just brag and pat ourselves on the back, but we want to constructively name the challenges and problems that still lie ahead of individual projects.

At the autumn ITAPE 2022, there was a large panel on the government cloud, where strategies, the future, and concrete projects were presented. More than half a year has passed. Where have we come in that time? What real results have been achieved? Why are we moving so slow?

The next election cycle is coming to an end and it is time to take stock, show off, learn from mistakes, and some may even be preparing to pass on their experiences. In this panel, we will look at the challenges of the past period, what has been achieved and what awaits us in the near future in the informatization of public administration before and after the elections.
