In the last three years the national policy of having all English customer facing services delivered by local Councils, available online has been achieved. This presentation will cover the barriers to implementation, the approach taken, and the products available from the national programme. It will describe how the necessary technology developments, civil servant skills, and supplier issues were addressed and also provide observations on successes and failures of the work, which has changed the landscape of Council service delivery.

Roger Clarkson
Roger is a senior member of the Department for Communities and Local Government’s ‘modernisation & efficiency’ team. He was programme director for the English e-Government support and capacity programme over the last three years. He continues to work as a national advisor on e-Government benefits realisation and efficiency. Previously in Director roles in both ICL's and IBM/Price Waterhouse's government businesses, he has led major change programmes with a range of organisations and worked extensively in the Local Government sector. For the first half of his career this was as a local government officer with a number of Borough and County Councils.
