Serge Novaretti is a French university IT engineer working within the European Commission for the IDABC programme*. He worked around 20 years for the French administration. He began his career in 1983 within the ministry of defence, more precisely in establishing IT networks at different levels (local, directional and ministerial). Subsequently, in 2000, he initiated the first French national government network and email system before joining, as a seconded national expert, the European Commission in 2002 to help building the TESTA network.
