PhDr. Irina Zalisova, EPMA Director, has a university background (philosophy, social sciences), completed with post graduals on computing, social analysesand management. Her professional carrier includes 29 years of analytical activities in public administration, business ( National Statistical Office, Ringier CZ Publishing House, private consultancy for SMEs, Quality Assessment of EU projects ) and non-profit sector;15 years in the top management positions; 12 years dealing with EU projects& cooperation;10 years member of the European Commission team for evaluation and review of EU projects under FPIST and INTERREG III C programme.

• Evaluation of national ICT projects under ROP, municipality portals for annual Czech National Golden Crest Award, review of the Czech National Integrated Operation Programme2007 – 2013 for the Czech Ministry of Interior;

ICT observatories and Digital Agenda Europe
A wide range of ICT indicators are already produced and available across EU countries at national level, either from statistics or through special surveys. Lots of data create substantial knowledge bases, which are often not used properly, because not linked to decision-making processes. At regional level the situation is even worth. Thegroup of EU partners from the ONE project, www.oneproject.eu, has started an open discussion about possible steps and ways of improvement in relation with regional ICT observatories. Such observatories may play a significant role, providing effective evaluation matrix for estimation of current development of ICT in the region, but also enabling decision-makers to predict future development and respond societal challenges. As basic components for the evaluation matrix there can be mentioned: Knowledge Base, Public Intelligence, Common Sense. Using the experiences of some of ONE project partners, the presentation will provide the introduction to the issue of ICT observatories and their place in Digital Agenda Europe. -
