Doctor Toporkoff is also an UNESCO expert for sub-commission "Communication New Technologies and Socio-Cultural stakes" and holder of "Chevalier of Honour Legion" Award. She is main organizer of multiple international forums on shaping of future through new information and communication technologies regularly visited by top managers of international companies, organizations and representatives of municipalities from all over the world. Smart Fabric
The keynote will focus on two innovative projects:
- Cityzen Sciences which aims to develop a new technology of textile fibre that is including electronic sensors "Smart Fabric" . Cityzen Sciences addresses three markets : sport, welness and health. The D-Shirt delivered by the company has received an award at the last CES in Las Vegas.
- Cityzen Data which is going to provide services to customers. Cityzen data have been originally designed for managing data coming from Smart Fabric technology developped by its sister company : Cityzen Sciences. Now it can be applied to cities, Companies, Users facing to the world of sensors and connected things.

Its topic is very up to date and serious. Recent elections in European countries show lack of interest of citizens about politics which is a direct threat to democracy. How to revert this trend?
Disinterest of citizens about politics threatens democracy. European Union uses various appeals to active eParticipation which is considered to be the best solution how to „re-introduce”democracy into everyday life. In order to make people trust their governments again, they have to be activated in different municipal discussions and petititions.
Executive summary:
All recents elections in Europe & in US demonstrated that there is a growing disinterest of the people for the politics which endangers democracy.
In order to remedy to this fact around 10 years ago in Europe, the European Commission tried to invest through several calls in eParticipation which was seen at that time as the best solution to « reinject » democracy in the daily life of the European whitout them noticing.
eParticipation term has as many definitions as there are people but for me eParticipation is composed of two elements: “e” and “participation.” Participation refers to taking part in, either in the sense of taking part in some communal discussion or activity, or in the sense of taking some role in decision making. This can only work if people and groups trust in their governments.
Governments and Regional/local administration are now seeking to promote participation in order to improve the efficiency, acceptance and legitimacy of political processes.
A general claim held by many observers of current trends in modern mass democracies is that the Internet has the potential to fundamentally change democratic politics and democracy
In order to achieve this goal, eParticipation is now considered again as relevant. This is more the case as now for leading eParticipation activities there are new tools such as social networks and technical improvement which give a new life to the eParticipation concept. In certain part of the world, The Web 2.0 technologies introduced is been used to affect democratic changes. Mails, Mobile Phones and convergence, Twitter, Blogs, Facebook - social media and networking tools, YouTube, Flickr and podcasting, Wikis and Wikipedia, Various new Internet-based formats of extended citizen participation have emerged.
eParticipation has also strong link with Open Data & ePetition. Open Data allow to better structure exchanges & debates so that the people can have meaningful discussions about the same topics that local politicians are considering.
