Ľubomír Plai
Ľubomír Plai was born on 21 July 1948 in Banská Bystrica.
He is graduate of Philosophical faculty of the Comenius University in Bratislava.
He took a two-year postgraduate study at the Faculty of Law, Comenius University in Bratislava.
His work in state administration started in 1975:
• At the Ministry of the Interior of the Slovak Republic he was managing the project of In-depth Analysis of Public Administration and later he managed the PHARE Program Implementation Unit - Public Administration Reform in the Slovak Republic.
• He represented the Slovak Republic at the Council of Europe as a member and later as a vice-chairman of the Select Committee of Experts on Transfrontier Co-operation of the Council of Europe.
• He participated on legal analysis of conditions for accession of the Slovak Republic to the European Charter of Local Self-government and to the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities.
• In 1998 municipal elections he was elected the mayor of a district in Bratislava - Lamač.
• In connection with his position as the mayor he was a member of Congress of Local and Regional Authorities of Europe and a member of the Committee of Advisors to the Council of Europe for transfrontier co-operation.
