1998 – 2007 Internal Revenue Service (SRI): National Director of Technology Development, responsible to manage all ITC services to facilitate tax declaration and tax procedures compliance. Advisor for the implementation of Customs modernization projects.
Implementation of the first cross boundary e-Government project which includes electronic integration of 17 government entities
1993 – 1998 Independent Consultant: Worked for DAI (Development Alternatives Inc.), USAID, and private banks for outsourcing engagement management (ABN AMRO and Popular Bank)
1991 – 1993 IBM Ecuador, Software and Professional Services Country Manager and Public Sector Systems Engineering Manager . Developed projects for the Social Security, Navy, Petroecuador ( the oil corporation) and TAME ( state airline)
1987 – 1991 IBM Corporation, New York U.S.A. Capital Investment and IT Project Manager for Latin America IBM Compute Centers and Software Manufacturing Manager for Australia, Canada, Japan and Latin America (Argentina, Brazil, Mexico), responsible for the operation of all Latin America and Asia Pacific software manufacturing sites.

Overview of e-Government development in Ecuador, problems, challenges, future
The need of clean data as the raw material to have trustful government services, the cost of not having it and problems in the implementation of Data Management Disciplines in Ecuador.
The Justice System, an old public sector area but IT late adopter and it´s current efforts to catch up and include IT in their processes.
