DSM 2.0: An agenda for Europe’s Digital Economy, and how the public sector can play a key role
The digital transformation of every area of society and the economy will be at the top of the European agenda for the next five years. This will be a make or break period that will determine whether Europe can keep up with the US and China, while navigating the dangers of digital disruption. If we are to pull it off, the public sector will play a key role. Beyond a reinvigorated e-government agenda that delivers on every level of government, governments can play a key role in ensuring secure identities and architectures, opening up and orchestrating the sharing of data, and building collaboration in areas like transport, health and energy.

Luukas Ilves
Luukas Ilves is deputy director and senior fellow at the Lisbon Council, where he is particularly active on questions of strategy, digital economy, e-government, security and global governance. He also chairs the Council of Europe’s expert group on the human rights and ethical dimensions of Artificial Intelligence. Previously, Luukas has served as a policy maker in various positions for the Estonian government and European Commission, most recently leading the team responsible for digital policy during Estonia’s EU Presidency. Luukas is a graduate of Stanford University and a reserve officer in the Estonian Defence Forces.
