Aleš Pelan
Aleš Pelan studied at the Faculty of Computer and Information Science at the University of Ljubljana, Slovenia, where he graduated in 1996. He continued with postgraduate study at the same faculty and achieved the title Master of Science in 2006. In 1997 he joined the Governmental Center for Informatics as a technical advisor for governmental network services. Since 2005 he is employed at the Ministry for Public Administration and currently works at the Department for E-messaging and Identity Systems Management which also operates national Certification Authorities SIGOV-CA and SIGEN-CA and the Time Stamping Authority SI-TSA. He has been envolved in several international and EU projects on trusted IT systems.

Secure electronic delivery
The aim of STORK Pilot “Cross Border eDelivery” is to provide a concept for an interoperable eDelivery framework. EDelivery touches many facets with respect to interoperability. However, this STORK pilot focuses on aspects related to electronic identities. Thus, this pilot tackles the question of how to identify and authenticate receivers of electronic deliveries by the use of STORK. The goal of this pilot is to demonstrate how STORK results, i.e. not only the authentication components of STORK but also the STORK protocol elements, can be used to create a cross-border eDelivery solution.
