Cynthia has more than 20 years experiences dedicating for various ICT organizations and projects of government sector and private industry in many countries, including Canada, Taiwan, Japan, China, Swaziland, Gambia, Burkina Faso, Sao Tome and Principe, South Africa, New Zealand, Croatia, Slovenia and Czech Republic.

In ICT areas, Cynthia is specialized in organization and business strategic planning as well as system implementation and project management for public sectors and private industry, including e-Government, e-Health, e-Transportation, e-Learning, e-Tourism, energy efficiency and management, and bridging digital divide. Cynthia has initiated many ICT International cooperation of consultant services, system implementation and integration projects in Asia, Europe, America, and Africa

After graduation from National Taiwan University with major in Accounting, Cynthia started her graduate study program in Computer Science in University of New Brunswick, Canada, and received her Master of Science in Computer Science.  For professional career, Cynthia started working as a Computer System Engineer at the Data Processing Division of Department of Supply and Services for the Provincial Government of New Brunswick, Canada, responsible for various information systems development and maintenance of government public services.  After 7 years of work as civil servant, Cynthia was employed as a consultant by Systems Network Inc., a consulting company in Ottawa, the Capital of Canada, providing ICT services to the Federal Government of Canada.

In 1980’s, Cynthia moved to Taiwan and joined the largest ICT organization in Taiwan, Institute for Information Industry (III).  Up to the present, Cynthia worked as an Advisory Planner responsible for many national and international ICT projects. Also as a Senior Industrial Advisor (SIA) of European Bank for Reconstruction and Development (EBRD) since 2008, Cynthia has provided ICT consultant services to EBRD countries of operation for Croatia, Georgia, Armenia, Azerbaijan, Albania, Bosnia and Herzegovina, Montenegro, Serbia, Kosovo, and Macedonia.

  • e-Government global trends and vision until 2020 - experience in Taiwan
    Since the conceptual framework developing began in 1987 for the computerized nationwide government services, Taiwan has successfully established and operated through 4 stages of e-Government development, including computerization, networking, eServices, and Innovation/mServices. For the future development, the government cloud services have the priority. For G-Cloud Services Planning, the components are tax filing, food safety, disaster recovery services, low carbon services, education resources sharing, real time traffic information, etc.
  • National eHealth Program in Taiwan
    Since conceptual framework development began in 1990 for the nationwide Health Information Network Systems, Taiwan has successfully established and operated one of the world’s largest publicly funded national health insurance systems (NHI) and the Nation Health Information Network (NHIN), as well as implemented the integrated Hospital and Clinic Information Systems (HIS) to provide quality health care services to all citizens.
     
    With a fully integrated ICT infrastructure since its operation in 1995, a network of approximately 16,000 hospitals, clinics, medical centers, regional and community healthcare units, public and private health sectors and 5,000 pharmacies has been established, with continuous endeavours to improve service quality, system performance and budget source financing. Twenty  three million citizens and international residents in Taiwan have been benefited and protected by this national e-Health Program.
  • eLearning in Universities of Taiwan
    e-Learning has been adopted in majority of universities in Taiwan for years for the purpose of facilitating teaching, learning and administration. Two successful implementations of e-Learning in universities in Taiwan are introduced.
     
    The first implementation of e-Learning is the Moddle free ware, a free and open source e-Learning software platform, used in the Ming Chuan University by more than 20,000 students and faculty members. The second implementation is a Learning Management System (LMS) named iCan. It is an e-Learning platform developed by the Chinese Culture University (CCU) for its regular academic education and School of Continuing Education, benefiting more than 80,000 users. iCan has been well developed as a commercial e-Learning product and served as LMS for many other organizations and universities.
