Dagmar Celuchova Bosanska founded companies Alistiq and CareWave and is an expert in innovations and digital transformations with many years of experience. In a data-driven era, she helps states and cities to come up with new solutions and offer value-added services to their citizens and businesses. Dagmar studied information technology, mobile communications and statistical signal processing at the Vienna University of Technology where she was also a part of a research team developing technology simulators for the fourth-generation mobile networks. In the company Frequentis, she was responsible for the safety and correct implementation, integration and optimization of the world’s first IP-based radio networking and communication system for the air traffic management project of the Polish Air Force (2008 - 2010). While working at Arthur D. Little, Dagmar helped to design and implement a national cloud-based eHealth system running on zero-clients in Kosovo. She was an expert in the Enterprise Architecture Office at the Ministry of Finance responsible for the new concept of eGovernment 2020 in line with the EU eGovernment Action Plan 2016 – 2020 and for setting the policies on how to implement IT projects in the government. During the Slovak presidency of the Council of the EU, Dagmar was responsible for the preparation and implementation of the Slovak strategy for the EU initiative: Digital Single Market. 
  • AI assistant eGov services for the citizen
    The most significant trend in the development of artificial intelligence in the private sector currently concerns the use of chatbots, with which users can talk as if they were another person. Intelligent assistants based on chatbots represent the possible future of e-Government. The user grants such an assistant permission to access the selected set of personal data stored in his storage. The assistant can automatically alert the citizen to arising claims or obligations. The user can decide to deal with the life situation that has arisen as soon as the assistant reminds him, or he can plan it for later so as not to miss the deadline. How it works, we will show in this presentation.
  • Ignite session: COVID Helper
    COVID-19 pandemic hit us hard during the winter season and caused many tragic outcomes. People were going through difficult situations without easy-to-read and helpful information in one place. During these challenging times, the online tool Covidhelper.sk, that was visited by 60 thousand people during the first month of its operation, was created to help. 92 percent of users rated the usefulness of this simple IT solution developed by 5 volunteers during their free time with 4 or 5 out of 5 stars. But the mission of CovidHelper is not over yet - 8 to 10 percent of patients who recovered from acute COVID-19 suffer from long-term consequences. For this group of people, we have developed a health management app offering tips, guidance on home excercie and community support.
  • How to build a data city
    The new agile approach to the planning of the cities of the future seems to be ideal thanks to three tools for better planning: Data that we can use to develop artificial intelligence, balanced partnerships that support participation and fair data economy, and experimentation that helps us to look into future. The vision of a data-driven city is to change the operational model of the city to digital in the era of artificial intelligence. Such a digital operating model can handle any emergency situation, because it can efficiently redirect resources and does not need to involve people of flesh and blood for simple operational tasks - intelligent algorithms are sufficient. Presentation will also provide practical examples of better planning and what works in practice, but also what are the risks of this approach and what we must avoid in the future.

    With increasing usage of electronic services and digital content, EU is confronted with success of global platforms and networks. What is the way through? What are the pro´s and con´s? What are the positions of strong IT leaders in these questions? EC just announced proposal for update of EU audio-visual rules as well as presented targeted approach to online platforms. The goal of the roundtable is to reflect on these topics and present positions of EU countries, as well as economic challenges and opportunities connected with this approach.
