Michal Kaliňák

Ministry of Investment, Regional Development and Informatisation of the Slovak Republic, State Secretary

Michal Kaliňák is a political scientist specialising in local government. In the past he worked as a spokesman, secretary of the Council of Experts and later as the central director of the office of the Association of Towns and Municipalities of Slovakia. He has been with ZMOS since 2010. He worked in local government as a municipal deputy, first in Medzilaborce and later in Prešov. In the meantime, he held the position of spokesperson for the city of Prešov and also head of the public communication department in the Bratislava - Petržalka Municipal District. He was assistant to the President of the National Council of the Slovak Republic, advisor and spokesman to the Deputy Prime Minister of the Slovak Republic for Knowledge Society, European Affairs, Human Rights and Minorities, Director of the Communication Department of the Ministry of Education, Science, Research and Sport of the Slovak Republic and advisor to the State Secretary of the Ministry of Finance of the Slovak Republic. For 15 years he has been working on public administration and public relations issues as an external lecturer at universities, he regularly publishes in periodicals and was a member of the editorial board of a professional journal. Currently he is also a member of the Representative Council of the Prešov Self-Governing Region.

    Local territorial self-government must respond flexibly to new trends that with varying intesity affect cities and municipalities, but also the lives of their inhabitants. The Smart Agenda has a significant impact on towns and villages and it presents a chance to modernize them. It is an opportunity to increase efficiency and a tool for their further development. It will gradually become a competitive advantage that self-governments have to prepare for. It is an investment for a new perspective that combines the roles, responsibilities, demands of the population, as well as visions with technological solutions. Its proper understanding and systematic approach are preconditions for further success.

A view of the current structure of local governments and tendencies as shared economy, local economic policy, alternative financing of local development, inter-municipal cooperation and Smart Agenda are impulses that can contribute to the further development and local governments’ prosperity.
     
    Smart Agenda is about technologies as well as complex, innovative and sustainable solutions. Therefore, it is necessary to prepare local government for linking this agenda with development of public services and growth of quality of life.
