Nicolaie Moldovan
Nicolaie Moldovan is a Senior Urban Development Specialist & Policy Advisor for Cohesion Policy, Structural Reforms & Budget at the European Parliament, working with Mircea Hava MEP. Between 2012 and 2019, he was the City Manager of the Alba Iulia Municipality, The Other Capital of Romania, where he oversaw the profound transformation of the Alba Carolina citadel, the largest fortress in Central and South-eastern Europe, securing public funding for its restoration and functional reconversion into the city's main social hub and tourist attraction. Currently, his position as a city manager (occupied through public contest is suspended till he will finish the mandate at the European Parliament (2024).
He has worked in the local public administration domain for almost 20 years. He has extensive experience in community and project development and implementation, supported by national and international funding from public and private sectors.
His professional portfolio includes over 150 approved projects (50 of which he also coordinated as a manager). In addition, he secured, together with his teams, over €600 million in funding, covering sustainable urban development, transport, social housing, social and communitarian services, tourism infrastructure, business development and Smart City initiatives. For the latter, he coordinated the city's 'Smart City Pilot Project', a public-private partnership with the Romanian Government and a mix of 40 significant multinationals and active start-ups. The project became a substantial opportunity for testing over 100 intelligent solutions for improving the city's quality of life, attracting new businesses, and creating jobs along the way.
