Pavol Frič

Vice President of IT Association of Slovakia for eGovernment. In 1986, he finished his university studies at the Department of Computers of the Faculty of Electrical Engineering, SVŠT in Bratislava. After completing his studies, he continued to work at the university and in 1995 defended his candidate's dissertation in the field of artificial intelligence. He developed several new subjects and actively lectured in the field of artificial intelligence and software engineering. In 1995, he began to devote himself fully to work at DITEC. He worked as the director of the Information Systems Division. In 2000, he was appointed to the position of Vice President for Strategy. In this position, he manages the company's development projects and coordinates the cooperation of subsidiaries. His main areas of interest are e-commerce, e-government, security and PKI. He actively participates in solving key projects in the field of building e-Government. He participated in the introduction of the ECDL program in the Slovak Republic and actively participates in the preparation of legislation and standardization in the field of electronic signatures and building e-Government. He passes on his experience in building eGovernment and using the necessary technologies to students at FIIT STU and MFF STU. He became vice president of ITAS in June 2019 and again in 2021.

  • eIDAS (Single Digital Space for Trusted Transactions) is in Action - What Next?
    On July 1st, 2016 Act of European Parliament and Council (EU) No 910/2014 on electronic identification and trusted services for electronic transactions for internal market (eIDAS) came into force. The objective of this act is to build single digital space for secure electronic transactions inside EU. Presentation briefly describes eIDAS content with focus on electronic identity, electronic signature, electronic seal as well as trusted services.

    Calls for Action of eIDAS Act for eGovernment in Slovak Republic are another part of the presentation. Slovak particularities are covered by Law on Trusted Services.  The presentation defines several open items that have to be solved as part of Slovak eGovernment application.
     
  • The Issue of Long-term Verification of Electronic Documents
    První certifikační autorita, a.s. (I.CA) is an accredited provider of certification services according to the Law No 215/2002 Z.z. on Electronic Signature, signed on July 1, 2016 and has become a qualified provider of trusted services in accordance with the European Parliament and Council regulation on electronic identity ad trusted services for electronic transactions in the internal market No. 910/2014 (for short eIDAS).

    Besides certification services it also provides electronic time stamps according to eIDAS. Time stamps are used especially when there is a need to demonstrate the existence of electronic documents and data in given time. In reality this includes various systems using electronic communication, such as electronic invoicing, e-shops, electronic registry, electronic banking, etc.

    Time authority services, electronic time stamps, archival time stamps and archive time TSA services can be adjusted to needs of a client.

    Time stamps can be used also for archiving electronic documents and for record services; here is the electronic time stamp inevitable for retroactive verification of electronic signature of the document after the signature certificate has run out of validity.

    Ditec solution will be part of this presentation – a module of long-term archiving (MDA), designed to secure long-term verification of electronically signed documents.
  • Experience of the supplier
    The project has been implemented since 2010 and might be considered as a pioneer in lots of aspects. As one of the first OPIS projects, it will provide complex end-to-end electronic services. The risks faced during implementation and the way, how these were turned into real solution.
  • Law on eGoverment – what has been successful and what has not been so successful
    The presentation is dedicated to newly approved legislation on e-Government, especially its practical use in electronic processes and public administration services in the Slovak Republic.

    At present, a broad discussion of the e-government bill, drafted  and submitted by the Ministry of Finance of the Slovak Republic, is ongoing. Many individuals and professional organizations are commenting on the bill. The aim of the presentation is to shed a different light on the drafted bill – clarify the purposes intended by the bill and explain why the bill is compiled in individual parts publicly.  
    The lecturers were members of the work group of the Ministry of Finance of the Slovak Republic, which has drafted the bill, therefore they will present not only the basic parts of the bill but also a broader context and reasons of submitted motions and explain the impact on the existing situation and consequences of passing the bill.

  • Development of eGovernment Legislation
    Legislation is a key postulate for development of eGovernment environment. At present are however many solutions build more technically, without proper legislative provision and so in many cases their implementation is questionable. The presentation will identify most significant issues. We will focus on upcoming law on electronic public administration that solves many existing legislative problems and contains many proposals that are revolutionary in understanding of electronic communication and actions of public administration. It will also cover other approches that will be necessary after enactment of this law.

  • The building of electronic services in public administration - why it isn't working everywhere

    Building of electronic services of public administration means one of the declared priorities of development of information society in the Slovak Republic. The Slovak Republic, however, despite this declared priority, still occupies the last places in evaluation within the European Union.

    The presentation deals with the most important implemented projects in the field of building electronic services of public administration. He tries to summarize the achieved results as well as causes of subjective and objective successes or failures of those projects.

    An independent part is devoted to creation of conditions which would support building of electronic services. Here are solutions designated which can be used properly at efficient building of electronic services of public administration.

    Building-up of public administration electronic services represents one of the declared priorities of development of information society in Slovakia. The presentation will take a look at the current situation in this area. It will identify the achievements of the last year.
