Sergey Kutsevlyak
Dr. Sergey Kutsevlyak has more than 27 years’ experience in technical areas such as production and sales of medical equipment, design and construction of medical facilities, development and integration of medical information systems.
Dr. Kutsevlyak have created concept of informatization and performed complete document-flow system at Sate Service of Ukraine on Drugs and Precursors Control in 2015-17, then implemented several IT solutions at State Service of Ukraine on Medicines and Drugs Control.
During years of activity in Ukraine, Dr. Kutsevlyak directly participated in development of more than 1000 medical facilities all over the country, from small private clinic to 550 beds surgery hospital or 240 beds oncology center, establishing strong reputation and fruitful relations with PHC providers and specialists and other key stakeholders in the healthcare sector.
Wide range of interests gives ongoing development of private sector partnerships to grow MedStar’s portfolio and offerings: with “Medical Service Consulting” and “DobroDoc” clinics for new medical services development, JSK “Pharmak” for pilot project of QR-coding and tracing of medicines in Ukraine, Uniqa Insurance Group for telemedicine solutions promotion in Austria.
MedStar Solutions provides medical information and telemedicine systems using most advanced model of implementation, offering to customer use of complete cloud-based IT infrastructure with cybersecurity protection and state certification. As result – quick growth of users in RIMS MEDSTAR system from 300 to more than 4000 at 20 regions of Ukraine during 2018. New telemedicine project will be quickly scaled-up with this implementation model and experience from pilot places to country-size.
Experienced in providing technical expertise on projects including construction of medical facilities, purchase and distribution of medical equipment (X-ray machines, specialized PACS software and hardware for medical images storage, ambulance vehicles etc.).
Has fostered during 2003 - 12 strong partnerships with Brazil across business, healthcare, and tourism sectors, with achievements including an office of honorary consul of Brazil in Kharkiv and the importation of more than 4,000 units of medical equipment that are successfully operating in 350 medical institutions in Ukraine.
