Ľubomír Mindek is an experienced leader with more than 15 years of management experience in digital transformation and IT service management. His career is driven by a progressive approach to innovation and a constant drive to achieve outstanding results. From 2020 to 2023, he served as CEO and Deputy Chairman of the Board of Directors of Slovak Post, where he was responsible for crisis management, preparation of the company's strategy and transformation plan, and optimization of business and logistics processes. Previously, in 2019-2020, he managed the informatisation and computerisation department of the National Centre for Health Information. His previous experience includes significant positions in renowned organizations such as Oracle Slovakia, CSC Computer Sciences, OMNICOM, IBM Slovakia and Hewlett-Packard, where he was involved in sales management of technology software products, innovative solutions related to cloud services, as well as managing business objectives and developing effective teams.

    The modernization and development of the central public administration portal components in the context of citizen life situations represents a key step towards streamlining the operation of slovensko.sk and simplifying access to state services for citizens. Our goal is to present a plan for the digital transformation of public administration for selected central components of the Central Public Administration Portal (ÚPVS), thereby contributing to more efficient functioning of state institutions and increasing citizen satisfaction. Join us on this journey towards a more modern, accessible, and efficiently operated public administration through the modernization of the ÚPVS.

    The lecture presents, in an interesting manner, the philosophy of approach of company CSC to the informatization of public administration, which is based on the principle of strict minimization of administrative burden on citizens when solving their regular life situations. It focuses on the consequences of recurrent requirement of submitting applications which are not necessary and which impose a burden mainly on the people in need or ill people. It is so when a public institution knows a citizen's entitlement, however it conditions the payment of social assistance benefit by an application. The lecture names the prerequisites for creation of such new proactive electronic services which, on the one hand, ameliorate the client-oriented approach of a public institution, and, on the other hand, create the long-awaited comfort for citizens. The lecture gives examples of use of the principle mentioned above and names its benefits in particular in the field of social services.
